Purlieu Development is led by Kevin Boyett, a Spartanburg-born developer with more than twenty years shaping the built environment across landscape architecture, mixed-use development, and public-private finance. The firm is intentionally lean today and built to grow — every engagement carries the full weight of that experience, without the overhead or hand-offs of a larger shop.
Kevin founded Purlieu Development to do one thing exceptionally well: find the overlooked sites others walk past and turn them into places that last. Behind that idea is a career most developers can’t match for range or depth.
Over 20+ years, Kevin has worked every side of place — as a landscape architect and land planner (16+ years with firms including EDAW, WilsonMiller, and JDavis, on resort, urban, and neotraditional town-planning projects across the U.S., Europe, and the Caribbean), as an operator who scaled a business from the ground up, and as a real estate developer structuring complex, capital-intensive deals.
Most recently, as SVP of Real Estate Development at Horizon Development Properties (Inlivian) in Charlotte, Kevin directed a $450M public-private mixed-use pipeline. He led a 353-unit, $115M mixed-finance community — 70% market-rate, 30% affordable, and the first of its kind in North Carolina — and structured a $16M recapitalization using 9% LIHTC, Housing Trust Fund, and private debt. Through Purlieu, he has redeveloped a 1940s retail center into 46 apartments and 16,000 SF of retail with structured parking, authored offering memorandums for Sunbelt craft breweries, and created an award-winning agricultural-land master plan.
Across more than 20 years, Kevin’s career reflects over $250 million in development, 1,200+ residential units, and 550,000+ square feet of commercial space — the depth of experience Purlieu Development is built on.
He holds an Executive Master of Real Estate Development from Auburn University, where he graduated as Outstanding Graduate Student and won the 2020 Colvin Case Study Challenge, and a Bachelor of Landscape Architecture, also from Auburn. He is a licensed North Carolina real estate broker and a full member of the Urban Land Institute.
A native Spartanburg resident who returned home in 2024, Kevin is active in the community he builds in — chairing the finance committee at Saint Paul United Methodist Church, serving with the Rotary Club of Spartanburg and Mobile Meals of Spartanburg, and chairing the Auburn MRED Alumni Council. It’s the same conviction that drives Purlieu: that place is identity, opportunity, and connection, and that the spaces others overlook are worth the discipline to get right.
